Job Description:



Deliverables:

Develop project schedules considering the project objectives, responsibilities, accountabilities, timelines and resource availability.
Plan, establish priorities and aids in project tasks as needed.
Coordinate project team members and complete assigned tasks within allocated time.
Monitor projected versus actual project expenditures and reports on project progress/status.
Forecasts costs under/overruns and communicates to required stakeholders for action if needed.
Identify inherent and developing project risks and issues.
Make recommendations to mitigate identified risks and escalate risks as they become issues.
Develop and maintain relationships with clients to manage expectations. Help to develop and implement performance metrics to measure project success.
Promote public sector I&IT project management best practices, resource management standards, and adheres to standard methodologies.
Manage projects to public sector I & IT Standards.
Adhere to public sector I&IT standards and best practices for project management to facilitate control of system quality; adhere to standard methodology and the control of the use of I&IT resources.
Develop project plans, work packages, obtain approvals.
Develop, manage and execute project charters, integrated project plans, schedules and communication plans, including obtaining approvals.
Create and manage the assigned work package within the overall project plan, including all components, documents and reports.
Participate in steering committee and stakeholder forums.
Provide project reporting to multi-stakeholders at senior executive levels.
Issue and Risk Management and Mitigation.
Proactively identify risks and issues pertaining to the assigned work package, report them to the overall Project Champions and the Portfolio Team.
Identify and mitigate strategies and responses to the issues and risks.
Vendor Management.
Ensure the development and delivery of business cases where applicable (i.e. management board submissions) to seek approval for long term support & maintenance contracts with Ministry vendors.
Coordinate project plans with Public Safety Operations.
Ensure project implementation plans have no adverse impact to public safety operations.
Participate in financial management of project.

Mandatory Requirements:

All roles procured are required to be cleared through the Contractor Security Clearance Process of the public sector.
Clearance levels are as follows: Ontario Provincial Police (OPP) level 2 for Project Manager (PM)/Business Analyst (BA)/Architects roles and OPP level 4 for technologist roles.
Security Clearance process, levels, roles etc. are subject to change without prior notice.
Candidates may be required to undergo revised/new process (or levels) any time prior or during the term of the contract.

Skills Requirements:

Working knowledge of industry standard such as Project Management Institute (PMI).
Demonstrated experience in Project Management methodologies, producing documentation, collaterals, and artefacts.
Demonstrated experience with project and software development lifecycle (SDLC).
Strong MS Project and SharePoint knowledge.
Demonstrated IT project management experience managing different phases (concept, definition, planning, implementation, and closeout) of large scale, complex IT projects.
Effectively supports the team lead in managing project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
Demonstrated experience with Enterprise Content Management.
Demonstrated experience gathering and developing requirements for project charters, and integrated project plans.
Demonstrated experience identifying and evaluating specific issues or risks, providing options analysis and recommending action plans to mitigate the risks.
Demonstrated experience working with a large project team.
Demonstrated experience preparing and distributing project updates, progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints.
Demonstrated experience communicating across many functional areas and levels to actively engage project stakeholders and manage client expectations with diverse interests, technical and non- technical backgrounds using the appropriate level of political acuity and messaging for the audience.
Strong written communication skills to prepare authoritative recommendations, proposals and reports; such as Briefing Notes and executive presentations.
A team player with a track record for meeting deadlines and be able to provide advice as necessary.
Strong skills in supporting the resolution of resourcing and inter-personal conflicts, ensures knowledge is shared among team members to achieve project objectives.
Demonstrated experience facilitating creation of presentations for senior management, stakeholders and teams.
Demonstrated experience to act independently (when required) and make decisions (as per the direction received from the senior management) that achieve optimal results with minimal supervision.
Demonstrated experience with back-end technology of radio and paging systems.
Demonstrated experience on supporting or leading a project from market scanning, procurement, planning, implementation to completion.
Experience of Radio and paging systems would be an asset.
Experience with the land ambulance sector and its stakeholder would be an asset.
Experience managing projects related to 24x7 critical environments and operations.

Evaluation Criteria:

Project Management and Coordination Skills (40%):

5+ years of experience with Project Management.
Working knowledge of industry standard such as Project Management Institute (PMI).
Demonstrated experience in Project Management methodologies, producing documentation, collaterals, and artefacts.
Demonstrated experience with project and software development lifecycle (SDLC).
Strong MS Project and SharePoint knowledge.
Demonstrated IT project management experience managing all phases (concept, definition, planning, implementation, and closeout) of large scale, complex IT projects.
Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
Demonstrated experience with Enterprise Content Management.

Analytic and Communication Skills (30%):

Demonstrated experience working with a large project team.
Demonstrated experience preparing and distributing project updates, progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints.
Demonstrated experience identifying and acquiring a mix of skilled technical resources necessary to complete project assignments/deliverables; including clarifying roles and responsibilities.
Demonstrated experience communicating across many functional areas to actively engage project stakeholders and manage client expectations with diverse interests, technical and non-technical backgrounds using the appropriate level of political acuity and messaging for the audience.
Written communication skills to prepare authoritative recommendations, proposals and reports; such as Briefing Notes and executive presentations.
A team player with a track record for meeting deadlines.

Technical Experience (15%):

Demonstrated experience with back end technology of radio and paging systems.
Demonstrated experience on leading a project from market scanning, procurement, planning, implementation to completion.

Industry Experience (15%):

Experience with the land ambulance sector and its stakeholder would be an asset.
Experience managing projects related to 24x7 critical environments and operations.
