Job Description

Duties:
Key tasks to be undertaken include but are not limited to:
 Determine stakeholder needs and appropriate governance, change readiness and communications strategies to keep them informed and engaged throughout the process;
 Develop and implement a strategic IM/IT plan to strengthen business and management practices;
 Ensure alignment of IM/IT strategies and priorities with SSC business objectives;
 Work with other sectors, in particular with Service Management Operations, on business transformation;
 Identify pain points and present recommendations to make the work more efficient and that govern its actual and planned capabilities in terms of data, human resources, communication facilities and management responsibilities;
 Conducting an assessment of the Branch’s business architecture, process and performances;
 Ensuring consistency and integration with the organization's and government architectures and business strategies;
 Evaluating the feasibility of the business architecture and technologies related to a business change;
 Developing principles of operation and concept of operations;
 Identifying risks associated with the architecture and technologies and recommending risk mitigation;
 Advising Senior Management on trends and emerging technologies and their impact on the organization's and government architectures and business strategies;
 Recommending changes to improve operational performance;

Requirements:

MT1

The proposed resource must have a minimum of ten (10) years in the last twelve (12) years in architecting, designing, developing specifications for all of the following types in IT Infrastructure and IT service management solutions:

- IT Infrastructure Facilities Management

- IT Asset Management (ITAM)

- Configuration Management Database (CMDB)

- Data Centre Relocations

- IT Service Management Tools

Each project references to accumulate the ten (10+) years experience must include one (1) of the items in the list above. Each project duration must be a minimum of six (6) months in duration.

Submission requirement

The client references must be an employee of the originating client organization. The information for each reference must include:

(a) Name of the client organization;

(b) Name and title of the client contact;

(c) Client contact telephone number or email address;

(d) Name of Project;

(e) Start and End date of Project; and

(f) Description of Work Delivered

MT2

The proposed resource must have a minimum of one (1) project in the last three (3) years in developing business and technical solutions for a Software as a Service (SaaS) initiative in a high availability (99.999%) data centre in a Canadian Federal Government Content. This includes:

- Integrated Solution Design

- Understanding the applications operating on the IT Infrastructure

- Network zoning

- Solution Deployment

Each project duration must be a minimum of six (6) months in duration.

Submission requirement

The client references must be an employee of the originating client organization. The information for each reference must include:

(a) Name of the client organization;

(b) Name and title of the client contact;

(c) Client contact telephone number or email address;

(d) Name of Project;

(e) Start and End date of Project; and

(f) Description of Work Delivered

MT3

The proposed resource must have a minimum of three (3) years within the last (5) years of experience in delivering and developing business requirements, business requirements traceability matrix, detailed design, handback plans, IT service management processes, transition and training plans as well as concept of operations for a long term accommodations/facility plan for a large Federal Government Department or Agency.

Definition

Large Scale is defined at having 15000+ employees and geographically spanned across 20 locations in Canada.

A Government of Canada client is defined as any Federal Government of Canada Department, Agency of Parliament, Crown Corporation or Tribunal as listed on Schedule I, II, III, IV, V or VI of the Financial Administration Act (http://laws-lois.justice.gc.ca/eng/acts/f-11//)

MT4

The Bidder must provide three (3) Government of Canada Project references from three (3) different projects which demonstrate that the proposed resource has a minimum of eight (8) years of experience developing and implementing Stakeholder Engagement Plans and Communications Plans.

A Government of Canada client is defined as any Federal Government of Canada Department, Agency of Parliament, Crown Corporation or Tribunal as listed on Schedule I, II, III, IV, V or VI of the Financial Administration Act (http://laws-lois.justice.gc.ca/eng/acts/f-11//)

MT5

The Bidder must provide one (1) Government of Canada Project reference in the last eight (8) years in transforming and relocating over fifty (50) data centre sites assets into less than five (5) high availability data centres, including establishing service management operations and ITSM processes in steady state.

The client references must be an employee of the originating client organization. The information for each reference must include:

(a) Name of the client organization;

(b) Name and title of the client contact;

(c) Client contact telephone number or email address;

(d) Name of Project;

(e) Start and end date of Project; and

(f) Description of role of the resource on the project.

MT6

The proposed resource must have completed a University Degree or college diploma in a relevant field including Information Technology or Computer Science from a recognized post‑secondary education program.

Submission requirement

The bidder must demonstrate that they meet the requirement by submitting copies of degrees, diplomas or certificates that demonstrate the proposed resource’s education.

If the degree, diplomas or certificates was obtained outside of North America, a proof of Canadian Equivalency must be provided.

The bidder must provide Proof of Completion of degrees, diplomas or certificates attained with the Bidder’s proposal.

Note to bidders : Additional related fields may be accepted but must be pre-approved in writing by the Contracting Authority.

MT7

The proposed resource must hold all of the following training certifications:

- The Open Group - Master Certified IT Architect

- ITIL Foundations

The bidder must demonstrate that they meet the requirement by submitting copies of degrees, diplomas or certificates that demonstrate the proposed resource’s education.

If the degree, diplomas or certificates was obtained outside of North America, a proof of Canadian Equivalency must be provided.

RT1

The proposed resource should have a minimum three (3+) projects in the last seven (7) years in leading project team activities including:

§ Trained project teams on the delivery solution and ensure the delivery team is resourced;

§ Lead executive teams to approve business solution changes during the delivery phase;

§ Train the operations staff to transition from project phase to migration phase.

  • 5 points per additional year to a maximum of 30 points
  • Submission Requirement

    The client references must be an employee of the originating client organization. The information for each reference must include:

    (a) Name of the client organization;

    (b) Name and title of the client contact;

    (c) Client contact telephone number or email address;

    (d) Name of Project;

    (e) Start and end date of Project; and

    Description of role of the resource on the project.

    RT2

    The proposed resource should have a minimum of three (3) projects where experience was gained from:

    § Translating contractual and business requirements into solutions including systems and tools specifications and configurations and processes and procedures.

    § Overseeing the implementation and operational readiness for contracts during the service readiness phase.

    Each project must have been valued at over $5M.

    Each project must have been within the last five (5) years.

  • 5 points per additional year to a maximum of 30 points
  • Submission requirement

    Clear demonstration of the required experience should be made by providing descriptions for the experience noted above. Each description should include the start and end dates of each project.

    RT3

    The proposed resource should have the experience in conducting IT Infrastructure assessments, determining the target server counts needed to operate an environment and what the sequence of transformational items need to take place. The proposed approach and methodology of the requirement to its successful completion be provided in no more than 2 pages to allow for a complete understanding of the approach and methodology of the work. Referenced experience must have taken place in the last ten (10) years and the referenced contract must be valued at greater than $50M.
